I think a lot of it depends on what kind of testing is done to measure the HP, etc. You can put the same bike on two different dynos and get readings that vary by a few horsepower. With a low HP thumper even a few HP can make a big overall difference. Figures for the Savage 650 vary anywhere from 27 to 31 HP. I recall reading a review in Motorcycle Consumer News where they had a dynometer chart showing a peak HP of only 24.3 HP.
The good news with the 650 is that it has a pretty decent amount of torque available at a lower RPM than most bikes, so when you are short-shifting around town it has a decent amount of acceleration - it's only when you get it into top gear and then have to run it at the higher RPMs that the lack of horsepower shows.
